石油輸出國組織（歐佩克）秘書長巴爾金多8日在美國劍橋能源周會議上發表講話，重申當前世界沒有能夠替代俄羅斯石油出口份額的產能，呼籲不把能源政治化。
巴爾金多在講話中說，美國對俄羅斯實施了嚴厲的金融製裁，在此情況下，俄羅斯 超級雙效犀利士、 印度超級犀利士、 印度犀利士、 雙效犀利士真偽、 雙效犀利士正品、 超級犀利士 很難繼續保持每天約七八百萬桶石油的出口規模。雖然目前尚未看到國際市場石油實際供應出現短缺，但問題在於世界應對可能出現短缺的能力。
他說，雖然石油行業有一定合理數量的備用產能作為應對不確定性的緩沖，但多年來已被嚴重消耗，目前世界上沒有能夠替代俄羅斯石油出口份額的產能。
