除製裁美高官外，俄外交部15日還表示，決定對加拿大總理特魯多、高級外交和國防官員及300多名議員實施製裁。
同日，俄羅斯正式決定退出歐洲委員會。俄國家杜馬副主席彼得·托爾斯泰表示，俄外長拉夫羅夫的有關信件已交給歐委會秘書長。當天晚些時候，歐洲委員會議會大會的議員們又對此進行投票，以216名議員支持、3人棄權、無人反對的結果，決定應將俄羅斯立即從歐委會驅逐。俄外交部發言人紮哈羅娃表示，歐洲委員會早已變成北約的宣傳工具。
西方對俄製裁正不斷加碼。德新社15日稱，歐盟對俄羅斯第四輪製裁當天生效，其中包括對 超級雙效犀利士、 雙效犀利士哪裡買、 超級雙效犀利士哪裏買、 超級犀利士副作用、 超級雙效犀利士使用 俄實施奢侈品出口禁令，對俄鋼鐵行業某些產品的進口限製，以及全面禁止對俄能源部門的新投資——這項措施將打擊俄石油巨頭，但歐盟成員國仍能從他們那裏購買石油和天然氣。
法國國際廣播電臺稱，歐盟周二還同意取消俄羅斯「最惠國待遇」，為對俄商品征收懲罰性關稅或直接禁止進口打開大門。
據NHK電視臺援引消息人士的話報道稱，日本首相岸田文雄打算剝奪俄羅斯貿易最惠國地位。正式決定最早可能在3月16日做出。
美英等國也紛紛宣布新的製裁措施。在宣布自14日起對11名俄國防部高官實施製裁後， 必利吉、 必利吉購買、 必利吉評價、 必利吉副作用、 必利吉效果、 必利吉雙效 美國15日又對白俄羅斯總統盧卡申科和多名俄羅斯人實施製裁；同日，英國宣布實施包括禁止對俄出口奢侈品等一系列製裁措施。英國廣播公司報道稱，根據一項新立法，預計還有大約100人將受到製裁。該法案允許英國與歐美國家一起將個人列為製裁目標。
對於西方的製裁，據俄羅斯《觀點報》報道，俄副總理阿布拉姆琴科15日表示，俄國內市場沒有因西方國家製裁而出現商品短缺的風險，俄正在重新確定市場方向並擴大來自友好國家的商品供應。
她說：「世界不僅限於美歐，俄正在開拓新的市場並與新供應商達成協議。一個半月來，俄已經批準140多家外國企業對俄出口產品。」
